The Scope of IAEA Safeguards is dependent upon
the agreements a state has with the IAEA. States under CSA have
committed to IAEA safeguards on "all source or special fissionable
material in all peaceful nuclear activities within the territory of
the State, under its jurisdiction or carried out under its control
anywhere." This includes not only material declared to the IAEA,
but all nuclear material that is subject to IAEA safeguards. INFCIRC 66 agreements limit the scope of
safeguards to only items specified in the agreement. This may
include nuclear material, non-nuclear material, services,
equipment, facilities, and information. Under a Voluntary Offer
Agreement, the scope is limited to the nuclear materials and/or
facilities specified in the agreement.
