For safeguards purposes, non-nuclear material that can be used for the production of special fissionable material. States are to provide the IAEA with certain information on exports and, when requested, with the confirmation of imports of such materials in quantities exceeding the limits indicated in the relevant items contained in the List of Specified Equipment and Non-nuclear Material for the Reporting of Exports and Imports. The non-nuclear materials specified include nuclear grade graphite, and deuterium and heavy water.
