The MVP is the path where the product of PI and PN yields the lowest value of system effectiveness (PE). The MVP may be the same as the minimum delay or minimum detection pathways, or may be a combination of these paths where the adversary minimizes detection for as long as possible and then minimizes delay after detection ( NSSEP Terminology).
