The Zangger Committee produced guidelines
during a series of meetings in 1971 to ensure that article 3.2
could be enforced. These guidelines specifically clarified States'
export commitments, for peaceful purposes, to NNWS of nuclear
material and equipment suitable for use in a nuclear weapons
program. A "trigger list" was created that includes source and
special fissionable material and specified equipment and material
especially designed or prepared for the processing, use or
production of special fissionable material, whose export requires
IAEA safeguards on the source or special fissionable material in
question.
