The Nuclear Suppliers Group (NSG) was formed in
1974 in response to the first Indian Nuclear Test. This test
reaffirmed the fact that material, technologies, and equipment
obtained under the guise of peaceful activities could be diverted
to a weapons program. The NSG provided an opportunity for states
that were not party to the NPT yet (France) to be involved in
export control to ensure that dual use technology was properly
controlled and safeguarded. In addition to wider membership, the
original "trigger list" from the Zangger Committee was expanded to
include additional technologies.
